4Tech is the subcontractor at the center of one of the two unproven corruption allegations this investigation carries forward. Both are flagged in the open letter; neither is asserted as fact here. The allegation is single-source and uncorroborated. The structural fact it sits on top of is documented and ordinary: 4Tech receives the full Amentum/Jacobs Pennsylvania work allocation. A community member states plainly: "All the Jacobs work in PA goes to 4tech. They're privileged with them". The same speaker, in the same message, offers a mechanism: "More precisely, the best [work]. Because the owner of 4tech services them well" — the verb the speaker uses is the Russian-language idiom for cultivation, currying favor, with a distinct payment-for-favor implication. A second commenter in the same thread, replying within minutes, names a specific Amentum/Jacobs PA contact alleged to be the recipient of that cultivation: a Jacobs PA project administrator the chat refers to as "Kristina" (Tina). The naming is in the corpus; the alleged mechanism is not corroborated by anyone outside that single thread. Single-source, alleged, never confirmed. The investigation flags it. The investigation does not certify it.

What is documented at the operational layer is the recruiting model 4Tech runs at scale. The public-facing ad is unambiguous about the hiring requirement. "Climber required with certifications, LLC for EPA market ATT Swaps. Company 4TECH" — LLC stated alongside certifications as a required candidate credential, the explicit LLC-as-SSN-substitute architecture in the public recruiting copy. A companion 4Tech recruiter post on the same Telegram account adds: "Hi, need a crew member, work in PA/NJ/DE, AT&T SWAPS. All details in DM!" — the second post operates as the recruiting funnel that pulls the applicant off the visible chat layer onto the substantive-conversation channel. Both posts are written by the same operator account, the same account that also recruits for WZRD LLC.

And the substantive-conversation channel goes one step further off the auditable trail. An applicant who initiated contact through Telegram with 4Tech intake "Marseille" was redirected to an SMS phone, +1 (609) 302-1009, where the hiring conversation continued with a 4Tech contact named Vlad. Over the SMS thread the applicant disclosed plainly: "I want to warn you I only have an LLC, no SSN" — and Vlad did not object. The applicant followed up: "OK, I'm fine with everything as long as what was said above matches reality." Vlad confirmed the arrangement, then followed up weeks later checking on the applicant's availability for work. Screenshots of the SMS thread are part of the evidentiary record. The Telegram-to-SMS handoff is not incidental. It is the channel-evasion pattern: the public-facing post for visibility, the SMS thread for the conversation that involves an applicant disclosing he has no work-eligible documentation.

Operationally, 4Tech runs at the edge of what its Amentum/Jacobs PA allocation supports. A community member reports secondhand that the 4Tech principal cut three crews in a 2024 work slowdown — a capacity signal consistent with an operation tied closely to one prime's allocation rather than to a distributed customer base. And the community sentiment around 4Tech's payment practices is, as with several operators in this market, openly questioning: a community commentator publicly invites doubt about 4Tech in a separate thread: "Well then we should touch on 4tech too — has anyone worked for them? Are they honest?" — single-source, no named victim came forward on-thread, kept in the dossier as community-sentiment indicator rather than direct evidence.

The structural picture is what is reportable. 4Tech holds the Amentum/Jacobs Pennsylvania allocation. 4Tech recruits publicly with LLC stated as a required credential. 4Tech moves the substantive applicant conversation onto SMS, where the LLC-without-SSN disclosure is accepted without objection. The same operator account that recruits for 4Tech also recruits for WZRD LLC — two brand names, one hiring pipeline. None of this requires a corruption allegation to be wrong. The corruption allegation, if it were ever to be proven, would explain why this particular operator with this particular hiring model holds this particular allocation, and why a Jacobs PA administrator allegedly named in the corpus is the one routing the work. Until it is proven, the structural facts stand alone.

Amentum, formerly Jacobs's Critical Mission Solutions business, is a U.S. Government contractor. The Amentum/Jacobs PA work that flows to 4Tech is on equipment that connects the country's communications infrastructure. The hiring channel underneath that equipment, on this dossier, runs through Telegram into SMS, accepts LLC without SSN, and produces a workforce where the question of who is on the tower at any given moment is functionally unanswerable from the prime's vendor-management system. Amentum's compliance program could read both ends of that channel. They have not. They know.
