This page collects every allegation on this site that the investigation has not been able to prove. They remain on the record for one reason: the structural patterns they describe are consistent with the documented, sourced evidence elsewhere on this site. That is not the same as proof.
Each item below is labeled ALLEGED — UNPROVEN. We are not asserting any of them as fact. A federal inspector general, the DOL Wage and Hour Division, a resourced state attorney general, or a grand jury with subpoena power could confirm or rule out any of these in weeks. We cannot. We have preserved them, named their source where we have one, and flagged the limits of the evidence.
The three corruption allegations

ALLEGED — UNPROVENThe originating tip: two unrelated industry contacts separately alleged that TSC Construction was paying someone at Ericsson. The corpus does not corroborate it. We present it only as the tip that prompted the investigation.

ALLEGED — UNPROVENA single community-level admission that the 4Tech owner “cultivates” Amentum/Jacobs PA decision-makers. The named PA contact is referred to only as Kristina (Tina). No off-corpus corroboration of any payment.

UTT Group / Sparta Telecom ↔ MasTec
ALLEGED — UNPROVENA single off-corpus insider account alleging kickbacks to MasTec personnel (named by first name + initial only). No corpus proof of payments; the account is on the record, not certified.
