The investigation
AVANGARD LLC's owner, Slava, sits inside TSC's supply chain and on top of his own LLC at the same time. Slava is the operator named on AVANGARD's hr@avangardllc.com address. He is also the operator who, in public chat, told a peer plainly which mailbox he was writing from: "In his TSC email, where else." A subcontractor's owner does not normally hold a corporate email at the prime sub his own crews work beneath. Slava does. The accusation surfaces in the same thread, from another operator who has been around long enough to recognize the structure: "So who are you? Avangard? You're just subs under TSC, right? Does Gary even know that Avangard equals TSC" — Gary being Gery, the TSC VP, the man whose corporate email account Slava is using.
The hiring policy that follows from this structure is documented in two channels. Publicly, AVANGARD recruits as a name-brand subcontractor — "AVANGARD LLC is looking for subcontractor crews for Verizon C-Band and RRU modernization", paying piecework or daily rates of $6,000–$14,000 a month, 70% on integration, balance within 14 days. Quietly, the same operation runs a second recruiting account: a Telegram account separate from Slava's primary one also posts AVANGARD ads using the same hr@avangardllc.com email. Two Telegram identities, one inbox. And then in direct message, when an applicant disclosed up front that he had no SSN, Slava did not turn him away. He routed him: "If you want to come out as a sub with your own crew, let me know. If internal, then go to our HR." "Sub with your own crew" means bring your own LLC and your own people. "Internal" means a slot on a crew AVANGARD assigns you to. Both are paid per-piece in this market the majority of the time. The applicant picks the path. Neither path requires him to produce an SSN.
The same workforce-architecture admission surfaces in Slava's own numbers, repeated back to him in chat by a community member doing the math: "Slava said yesterday that 15 active crews and 40 personnel — 40/15 = 2.6 people per crew, that's not counting office workers". The 40 are most plausibly office staff and a thin layer of internal hands; the actual people climbing for AVANGARD-branded work are subs running their own LLCs, billing AVANGARD per ticket, counted on nobody's headcount.
When the arrangement is questioned, Slava's tone gets colder. To a critic he wrote: "You better restore your GL — who knows what might happen on site." A general-liability insurance reference, framed as concern, deployed as warning. The public posture stays clean alongside it. Slava publicly shared a trade-press article about a fatal MasTec tower fall — the compliance-positive gesture a vendor-management auditor scans as green. And on a separate occasion he posted, also publicly, an analytical read on federal immigration enforcement: "Most of the current ICE agents joined through TV advertising. They get trained in a few weeks, and they don't have experience in how to behave in situations like this. They're not the same ICE agents who have years of experience working in the structure." He knows the enforcement mechanism. He knows where its gaps are. He runs an operation that depends on those gaps holding.
AVANGARD's companion brand is Dynex — same owner, same recruiting infrastructure, separate logo on the invoice. AVANGARD is the brand that fronts Verizon C-Band integration on Ericsson equipment. It carries an HR email, a payment cadence front-loaded enough for a one-person LLC sub to start work, and a recruiting funnel that, when an applicant has no SSN, turns into a "sub with your own crew" offer rather than a rejection. The ownership runs through Slava, and Slava's email runs through TSC's domain.
Ericsson should see what TSC and AVANGARD are doing together. The AVANGARD owner carries a TSC corporate email; AVANGARD's crews integrate Ericsson equipment on Verizon sites; the recruiting language and the workforce structure are documented in the chat the operator runs in. Ericsson's vendor-management program can see this picture from inside its own email directory. It has not. It knows.
