The investigation
Net By Net Group LLC is the operator that buried a sixteen-year-old. Artem Kozyrev was a climber for NBN. He died in a traffic accident on Bristol Road in Bucks County. The death itself was a car crash, off-site, not a workplace fall. The underlying violation is the boy was sixteen and he was on tower crews. NBN's principal Eduard Mustiatsa wrote the eulogy himself, in Russian-language public chat, to a forum of subcontractor owners: "Artem Kozyrev was killed — he worked at our company. Young, kind, always with a smile, tried hard, learned fast. We had recently been on sites together — he was just starting out. Literally three hours before the accident we were on a call together, discussing that on Monday we'd go out to work." The thread that follows includes a community member asking, plainly: "A climber at sixteen?" and another answering, with Eduard's Telegram tag: "Yes — worked with @Eduard_Mustiatsa." A sixteen-year-old climbing cell towers under a TSC-tier sub is the kind of compliance failure a certification-tracking system should make impossible. NBN's certification chain did not catch him.
The recruiting that brought a sixteen-year-old onto cell-tower crews works the way the rest of the scheme does. In direct message, when an applicant disclosed up front that he had only an LLC and no SSN, Eduard did not turn him away. The applicant wrote: "What jobs and pay do you have? I only have an LLC, would that be a problem?" — and Eduard answered: "We have both Crew Lead and Top, we can figure something out". Site link sent next, pace described, personal phone number provided. The LLC-only disclosure produced no objection and no friction. It produced an offer.
What follows once a worker is inside NBN is documented in Eduard's own words across multiple threads. Eduard, publicly, to a worker pursuing unpaid wages: "I don't have and still don't have the money to pay." In the same thread: "I said there's a HOLE in the company with money, and we'll solve it with everyone we haven't paid yet. What do you want from me?" An admission of insolvency, in writing, in public, before a workforce of subcontractors. When pressed for the specific worker's wages, Eduard's account: "I already paid him 40% out of my own pocket because he didn't even have money for food" — the 40/60 split framed as charity, the 60% deferred against future site close-outs. The worker Jenia's accounting, posted in the same thread, names the figure: "Outstanding debt: $3,450". And the structural defense Jenia named in writing, naming the cycling pattern and the operators inside it: "AT Towers tells the court 'we paid everything to Edik for example or to Gedas' — and they say sorry there's no money and close the company and then open a new one and so on in a circle" — the Alphatec→Betatec architecture named from inside the operation it describes, by a worker who stopped getting paid because of it.
When workers escalate further, Eduard escalates harder. "With you we will still resolve all questions, as you wanted, through the law" — paired with Eduard's claim that the complainant was "wanted by Pennsylvania police." Then: "I won't pay anything without a court order. You'll bring your apologies afterward. Pennsylvania police will deal with you. ICE police." And in the same dispute: "There's an option to deport the guy right now for $5k 🤣🤣🤣" — the federal immigration apparatus discussed publicly, by name, with a price tag, by a subcontractor owner during a wage dispute with a former crew member. When the ICE-threat conversation didn't produce a retraction, Eduard switched to physical violence: "I'd really beat him up, I'd just deck him and then I'd answer in the police station wherever, I don't care". He posted the worker's photo in the group chat first and asked who knew where he worked. And then, after the fact, he reframed the federal intervention as victory: "right when he stepped outside, ICE officers pulled up. You should have seen the coward run".
Underneath the wage theft and the ICE-as-collections, the audit-evasion layer is documented in one sentence Eduard wrote when a community member asked about RF calibration stickers expiring on test equipment. "Change the sticker for $3, 5 minutes." A federal calibration-certification sticker, the kind a tower-owner safety auditor checks before letting a crew climb, reduced in writing to a hardware-store transaction by the principal of a major sub. The same mechanism Filip documented at his own TSC-sub LLC. The same hardware-store sticker swap on equipment that is supposed to verify the radio frequencies leaving the antenna are within FCC tolerance.
And then the structural admission — the explanation of where the wage cascade comes from, in Eduard's own voice, to peers in the same market. "You take a credit line of 500k for the business, and they don't pay you for sites for 2–3 weeks, that's what they say, and then you're fucked. You seem to have closed everything on time, paid everyone, and then the GC tells you — Ericsson / MasTec / whoever hasn't paid us yet, figure it out how you want." A subcontractor owner, in writing, in public, naming the upstream primes whose payment delays force the liquidity squeeze that arrives at the worker as unpaid wages. The cascade is named. The names are named.
NBN runs as a sub under TSC. The Russian-speaking peer-chat where Eduard's admissions live is closed to the primes — Ericsson, MasTec, the carriers, the tower owners are not in that chat and could not have read these threads directly. What they have is the certification-tracking system that is supposed to verify, for every site closeout, who climbed the tower, what their credentials were, and whether the carrier they were billing for had agreed to that subcontracting chain. NBN ran a sixteen-year-old onto cell towers. NBN's principal pays workers in 40% installments and reframes ICE arrests as collections wins. The certification system was supposed to catch this. It did not. They know.

Stayed quiet for 2 weeks and went about business ignoring it, but now he's crossed all lines. He deletes people's comments and posts what benefits him. He's sick and life has already punished him.
