Atlantic Wireless Solutions is the corpus's most explicit predatory-passthrough case, documented by a peer subcontractor — Filip at the TSC-sub LLC — who alleges personal wage theft against AWS owner Vasily "Vasya" Petrenko and simultaneously articulates the mechanism. Filip, publicly: "Vasily Vasya Petrenko. AWS (Atlantic Wireless Solutions). Be careful with this fraudster. He recruits Buryats and stiffs them on money. He cheated me out of more than $25k about two years ago". Follow-up generalization: "there is no crew or worker whom he hasn't screwed over and cheated on money". Filip's own diagnosis of why he was exposed: "I got burned because nothing was on paper, no signatures. I trusted verbal agreements" — the verbal-only contracting pattern that is the scheme's enabling condition.

The predatory-passthrough ratio is where AWS's finding becomes structural. Filip: "Gets $25-30k per site, pays Buryats $200-250 per day" — AWS bills the prime $25-30,000 per site completion; the Buryat (a Siberian ethnic group heavily represented in the undocumented tower-work labor pool) crews actually performing the work earn $200-250/day.
