The investigation
PA Group LLC is the company whose owner wrote down, in writing, the supply-chain admission that makes the prime contractors' "we didn't know" defense inoperable. After accepting an LLC-only applicant, Andrei Lysevich volunteered: "We have direct contracts with MasTec, Amentum, SBA". Three named primes — two turf vendors running carrier construction programs, one tower owner — and a subcontractor who, one message earlier, confirmed he would hire a worker with no SSN and no work authorization. The admission is not circumstantial. It is not inference from a pattern. It is the subcontractor naming his own clients, in private, immediately after accepting the hire.
And the operational sentence that follows it is the three-tier labor pyramid in one paragraph. "LLC works. We can kit out a truck for you, and off you go. Two tickets a day. Pay the guy $200 per ticket, hotel and gas. You can earn $1000". Three tiers in four sentences: PA Group pays the applicant's LLC; the applicant's LLC pays "the guy" — the actual person on the tower — at $200 per ticket; the applicant keeps the difference as margin. The scheme is explicit, posted in writing by the owner of a company whose direct clients he has just named as MasTec, Amentum, and SBA. Every federal and prime-contractor compliance lever between PA Group and those three primes failed to surface this structure. It surfaced in a single DM.
The public face of PA Group is continuous recruiting without disclosure. Andrei Lysevich's Telegram account runs repeated recruiting ads for "Tower Climbers, Crew Leaders, Subcontractors" in Florida and Texas, daily and piece-rate pay, none of which publicly state the LLC requirement that governs the DM channel. A second Telegram account also posts for PA Group — multi-recruiter structure with consistent language: "daily or piece-rate payment. Right after site completion." The "right after site completion" pay window is operationally compatible only with 1099, because W-2 payroll cannot schedule around a subcontractor's prime-contract receivable.
Underneath PA Group's management, the wage disputes accumulate. A witness describes Andrei's Florida T-Mobile work as "a total fucking mess" — no written contract, no percentage specified, crews delivered on promises and paid on conditions that shifted post-facto. Single-source allegation, included because it sits naturally alongside PA Group's otherwise-invisible DM admission. A sub who takes MasTec / Amentum / SBA contract dollars, routes them through an incoming applicant's LLC, pays $200 per ticket to the actual worker, and keeps the margin is operating the exact arrangement at scale — just named, in writing, with its primes attached.
MasTec, Amentum, and SBA are named in PA Group's own DM admission. The three-tier labor pyramid Andrei Lysevich described — prime money landing in PA Group, routed to the applicant's LLC, settled at $200 per ticket on the worker actually climbing — is the architecture every prime-contractor compliance program is designed to detect. None of the three did. They know.

А вот когда лично работал с Андреем на Огайо, вот там была полная пизда с этим товарищем, который не выполнял свои обязанности, поставил себя как констрашн и сейфти менеджер, дохуя про себя рассказывал, а в итоге общие знания Диша, которые он в каждое предложение вкладывал и всё. Дырку под маерсхаеб решил нам помочь сделать, что заняло ему 2 часа и куча сил. Ну как бы мы долбаебы, поведись на сказки, что работы будет дохуя, а в итоге
A crew worked with him, but not mine. He was working with a young guy, a Caucasian guy — he called me, I recommended worker contacts to him. I was also supposed to go but got injured and stayed home. I didn't sign anything with him personally and there was no talk of any %. I was purely helping over the phone and with my certificates, so the guys could start and run things themselves. I'm not a reseller. But when I personally worked with Andrei on Ohio — that's where it was a total fucking mess with this guy who didn't do his job, set himself up as a construction and safety manager, talked a big game about himself, but in the end [it was] general Dish knowledge that he worked into every sentence and that's it. He decided to help us drill a hole for the mercer-hub, which took him 2 hours and a lot of effort. Well, like, we're idiots for buying into his stories that there'd be tons of work, but in the end…
