Kollex's operational picture layers on. Alex posts Kollex LLC recruiting for AT&T swap markets — Ohio, Washington DC (Jacobs), BAWA — with either percentage-of-site or day-rate payment structure. The recruiting specifies "Washington DC Jacobs" as the work location — placing Kollex directly in the Jacobs PA supply chain that 4Tech is documented dominating further north. Alex also publicly solicits "used equipment, ropes, and all tower-related stuff (harnesses, slings, etc.)" without specifying inspection or certification requirements — used life-safety equipment purchased from unknown provenance, a safety exposure for every crew that subsequently uses it. The materials-withholding wage-theft pattern and the used-harness procurement pattern sit in the same recruiter's operational mode. Both are efficiency choices against cost. Both land on the worker side of the balance sheet.
