Vicomms

Vicomms is the TSC subcontractor whose wage-theft pattern is the single most documentation-rich chain in the entire corpus for prime-tolerance. And the timeline signal: the wage dispute has persisted "for 3 months" per the worker's own account, documented through email correspondence with TSC and with VIDAS in the crew's general group chat — VIDAS's "tomorrow I'll definitely pay" promises repeated past the point of credibility.

The structural finding is the prime's tolerance of this pattern. The same worker publicly writes: "TSC management in Florida and Virginia is aware, no one gives a damn" — the prime subcontractor above Vicomms documented as notified, aware, and non-acting against a 3-month wage-theft incident involving its own crews on its own sites.
