The investigation

This card is the unnamed LLC operated by the user who calls himself a "vice president" inside TSC's supply chain. Filip is a TSC-ecosystem operator with his own LLC, a recruiter, and a public Telegram presence. He is also one of the most documented voices in the entire corpus, because he writes about what he sees and what he does — including the things most other operators in this market take care to keep off the written record.

The most serious of those things is in his own voice, in public chat, in writing. "I've already filed reports on 5 of them: Yevgeny, Daniyar, Maksim, Vasily… I thought about fighting and knocking them out, but decided it's better to hit them in the wallet, arrest and deport." Filip naming five industry peers — by first name — and disclosing publicly that he has filed federal immigration tip-form reports against each of them, framing the choice as a financial weapon. When NBN's Eduard Mustiatsa asked in the same thread for the URL of the ICE tip form, Filip shared it. ICE-as-collections has a paper trail in this corpus from multiple operators, but Filip is the one who explained it as a method, named his targets, and supplied the form to a peer. Five names. One operator's voluntary admission, in a public thread, that he is using federal immigration enforcement as a labor-market weapon against people he names.

Filip's own LLC's hiring practice is documented in two postings he wrote himself. In a public recruiting post, Filip offered the textbook documentation-differential: "Need a ground helper for two weeks. Hotel covered and $200 a day. Need a company or SSN. If not, $180. City: Savannah." Ten percent lower pay, advertised in public, for the worker who cannot show a Social Security number. The "company or SSN" interchangeability is the scheme's defining move — an LLC substituting for an SSN at the recruiting-ad level, not at the DM level. At most operators in this investigation, the LLC-substitute is disclosed in private and only after the applicant has identified himself as a candidate. At Filip's LLC, it is the public posting. He prices the irregularity. He advertises it.

The other admission Filip wrote about his own conduct is the audit-evasion confession. "I've used a Chinese RF monitor with a fake calibration sticker for a year — no one checked a damn thing". An RF monitor is the instrument a climber uses to verify radio-frequency exposure on a tower is within safe limits before he touches a transmitter. A fake calibration sticker on that monitor is a falsified safety instrument used to satisfy a vendor-management auditor who will only look at the sticker — wire fraud by the letter of the statute, executed with the specific purpose of passing prime-contractor inspections. "No one checked a damn thing" is the sentence that converts the entire vendor-management compliance apparatus into a paper exercise.

What Filip writes about TSC's behavior, from his position one layer underneath it, is the inside-the-pipeline view that nobody else in the corpus articulates with the same specificity. The price cascade that the TSC dossier on this site catalogs as the central anti-competitive evidence is documented in Filip's voice across two messages a year apart. "They slashed the price to $13K, I told them less than $20K no way" — Filip refusing TSC's per-site rate cut, then watching TSC route the work to a different sub at the lower number. A year later, the cascade had not stopped: "They're on hold now until they raise the price… 20→17→16→13 per NSD". Same operator, same pattern, longer timeline. The structural admission about TSC's price compression is in Filip's writing — both as observer and as a sub who watched his own work go to whoever would take the lower number.

The market-allocation pattern is documented in the same voice. "TSC kicked some brigade out of Nebraska" — Filip reporting on TSC's market-discipline behavior in chat. "They took all of Nebraska away from Concordia, not giving any TMO work at all" — same speaker, same theme: TSC stripping a rival sub's allocation. Single-source allegations, framed as Filip's observations of how the market behaves around him. And on the operational side: "They say all the sites have been pushed to January. We'll see if they're lying." Filip reading the pipeline opacity at the TSC layer in real time, telling his audience he doesn't trust the schedule he's been handed.

And the insurance-burden offload, also in Filip's voice. "TSC already barely got anything done with fucking safety and now they also want umbrella and auto. From me: 🖕🖕🖕" — Filip's reaction to TSC pushing umbrella and auto insurance requirements down to the sub layer. The complaint is Filip's; the structural fact behind it is that TSC's compliance posture upward (toward the prime) increasingly routes through paperwork that the 1099 sub is required to carry on his own LLC. The insurance the prime's vendor-management auditor checks is the insurance the sub purchased to satisfy TSC's onboarding, not insurance held by anyone with a real workforce-management relationship to the climber on the tower.

Filip is named in TSC's pipeline. His LLC carries TSC ComTrains. His public posts run alongside TSC's. He has personally documented filing federal immigration reports on named industry peers, advertised a documentation-differential pay structure, and admitted to using a falsified safety-calibration sticker on his test equipment for a year. None of this is buried evidence. All of it is published in the chat where Filip recruits. TSC's certification-tracking system can identify which sites Filip's LLC closed and on which contracts; the prime above TSC can verify the chain. They have not. They know.

Before you read

The Shadow Zone Investigation documents labor violations in U.S. wireless tower construction — including wage theft, undocumented-labor schemes, fraudulent safety certifications, child labor, and immigration coercion. 339 documented findings across 93 named subcontractors and 384 individuals. Anonymous investigation team.

Three editorial commitments:

  • Every finding carries a PROVEN, ALLEGED, or INFERRED label. The label is the editorial commitment, not decoration.
  • Russian-language source quotes are preserved verbatim, with English translations.
  • Three corruption allegations against named primes are framed as ALLEGED throughout. The corpus does not prove them. They are surfaced because named industry sources, separately, raised them. Every unproven allegation on this site is collected on the What Is Alleged — and Not Proven page.

Mistakes may exist. The corpus runs to ~30,000 messages over 5+ years; translations were AI-assisted across four independent analyses. Some errors likely remain. To report a factual error or dispute a finding's framing, see the corrections policy on the About page.
