BlackTower Group's public recruiting ad lists work authorization in the United States as the first candidate requirement. "Open positions: Tower Technician II — from $350/day, Tower Top Hand — from $400/day, Foreman — from $500/day, Project Manager — high pay; office work… Who we're looking for: work authorization in the USA, basic conversational English, willingness to travel, T-Mobile project experience" — careers@blacktowergroup.net, 267-721-0332. The ad is the kind a vendor-management auditor reads as compliance-positive on first scan. The same company email, three weeks earlier, had told a different story. When an applicant disclosed in DM that he had only an LLC and no SSN, BlackTower's recruiter Yury Karnei answered: "Good afternoon. LLC will work. Send your information to careers@blacktowergroup.net". Same email. Different requirement. The gap is not accidental.

And the public requirement is not just contradicted by private practice. It is contradicted by independent worker testimony of the actual hire. Alex, a former BlackTower worker, posted publicly: "we initially agreed they'd pay via EIN/LLC… and when I started pressing and said I'd file a complaint against them, these assholes started threatening to call ICE because I don't have work authorization and I'm here illegally". The arrangement BlackTower's public ad explicitly disclaims is the exact arrangement Alex describes as the actual hiring mechanism — EIN/LLC, no work authorization. And the moment he pressed for his unpaid wages, the federal immigration apparatus was the lever the company reached for. Alex's underlying complaint, in his own words: "Don't even think about it. They're fucking scammers. I worked my ass off for them for three weeks and they didn't pay me a cent. First they fed me 'next week we'll transfer it, accounting is delayed' excuses, and then they just ghosted me".

The pattern is not a single incident. A separate anonymous report dates BlackTower's wage-theft conduct to summer 2022 — an entire crew stiffed for more than $40,000, the perpetrator allegedly still working in the industry under a different LLC. A community commentator separately lists BTG among the worst-paying operators in the market. The 2022 crew-stiff and the 2025 individual-stiff bookend roughly three years of documented wage-theft behavior at the same operator.

What makes BlackTower the strongest dual-conduct case in this investigation is that there is also positive testimony — and the positive testimony explains the rest. A former worker writes publicly: "I worked at BlackTower! I don't know about percentages and so on but we were always paid per contract, nothing was withheld". Documented workers — the ones whose ICE-status is unweaponizable — get paid. Undocumented workers, the ones BlackTower hired through the LLC-acceptance Yury Karnei confirmed in DM, get ICE-threatened the moment they ask to be paid. Whether BlackTower pays is at BlackTower's discretion. Whether the worker can enforce the pay is at BlackTower's discretion too, because BlackTower knows — from the documentation check it disclaimed in its own ad — that the worker cannot walk into a Department of Labor office without risking deportation.

And then the final evidence point, which the corpus presents as a separate allegation but which sits in the same dossier. "At Black Tower they arrested three guys right on the site. ICE, apparently. They were doing a new project, building a tower from scratch, the guys were arrested right from the site. All three illegals". Single-source, alleged. But at a company where a worker has documented ICE-threats deployed against him as collections enforcement, the claim that federal immigration agents actually executed an arrest on a BlackTower site is consistent enough with the private-channel evidence to be treated as a credible allegation rather than a rumor.

The four evidence points stack: a public compliance ad listing US work authorization first; a private corporate-email DM accepting LLC-no-SSN; an independent worker's testimony of the actual hire on the LLC basis; and the same worker's testimony that ICE-threats followed when he asked for the wages he had earned. The fifth evidence point is the report of ICE arrests actually occurring on a BlackTower site. The dual-conduct is the mechanism. ICE-as-collections is the enforcement.

BlackTower builds T-Mobile sites for American Tower. BlackTower builds T-Mobile and Verizon sites for SBA. BlackTower works for Nokia among other primes on tower construction and modifications. American Tower and SBA are not only the tower owners on whose structures BlackTower's crews climb — they are also the prime integrators contracting these builds directly. The same BlackTower careers@ inbox that received the public-channel applications also received the LLC-only ones. The same recruiter sat on both sides of that inbox. Nokia, American Tower, and SBA cannot read this Russian-language chat directly, but their certification and site-access systems can verify, for every climb on every structure they integrate or own, who climbed it for which sub on which contract. The audit that would have caught BlackTower's hiring channel against BlackTower's stated public requirement is the audit nobody ran. They know.
