The investigation
TSC Construction, LLC sits at the top of the U.S. tower-construction supply chain that runs on the LLC/1099/no-SSN architecture. TSC became Ericsson's preferred U.S. tower vendor in approximately 2017. In 2023, when Ericsson dissolved its in-house U.S. tower crews, TSC took over the work with no in-house alternative above it — consolidating even greater control over how Ericsson's U.S. tower work gets built. Underneath TSC sit the documented first-order subs this letter has been about — AVANGARD, NBN, Ami US, Simon LLC, Garage Monkeys, Vicomms and others — and the second-order subs and the workers beneath them. The PAPER WORKERS architecture — LLCs sold to undocumented workers as Social-Security substitutes, $200 a day for the W-2 equivalent and $180 a day for the worker who has neither LLC nor SSN — does not run on TSC's books. It runs in the subs TSC contracts with, in the people who hold TSC corporate emails while operating personal LLCs, and in the recruiting channels that funnel labor up to TSC's sites. TSC's vice president, Gery, hires every Russian-speaking sub he runs — by name — and decides who works and who is shut out.
The smoking gun is the price. A TSC sub principal documents the rate collapse in writing: "they slashed the price to $13K, I told them less than $20K no way"; the same operator, on a separate thread, "20→17→16→13 per NSD. Go fuck yourselves." Edgar, an independent operator, refused at $21K and was driven out. Per-site labor rates of $20–21K cascaded to $13K in roughly six months. At $13K per New Site Deployment, the work cannot be bid lawfully — not with W-2 climbers, not with insured 1099 contractors carrying real certifications, not with the apparatus an actual U.S. employer is required to maintain. It can be bid, at $13K, only by an LLC/1099/no-SSN sub-pyramid. The price is the architecture. Two unrelated industry contacts have separately alleged that a senior decision-maker at Ericsson was placed on TSC's payroll. This allegation is not corroborated by the corpus or by any other source available to this investigation. It remains ALLEGED, not asserted, and is preserved on the record because it was the originating tip that prompted this work.
The architecture is opaque to the worker and to any auditor reading paperwork — and transparent to the people inside it. Egor, himself a longtime TSC subcontractor, tells a younger worker plainly that the Nokia-to-Ericsson "Work in Ohio — 90% is TSC"; when a TSC sub asks an Ami US recruiter point-blank, "Is this TSC work?", the recruiter answers "Yes" — Egor and an NBN principal corroborate "100%" in the same thread. Work reaches the crew, as one contributor puts it flatly, "If it's for TSC, which is most likely, then no luck, especially since it's through third hands". At the sub layer, the LLC is the Social-Security substitute. An applicant who had disclosed lacking an SSN asked Ami US directly, "Will an LLC work?" — the recruiter answered: "Yes". Workers reach Gery through Slava at AVANGARD — a sub VP who advertises he is "already working or have worked as a sub on TSC", with Slava in the same exchange answering, "In his TSC email, where else." Vendor-management systems above TSC look at logos and rosters; what TSC operates is a multi-layer chain that separates logo from worker by three contracts and an SSN substitution.
Gery is the choke point. He knows every Russian-speaking TSC sub personally — by name — and decides who works on TSC's programs and who is shut out. A worker publicly catalogues that "gedrius is the boss at tsc, also Henry, Harry" — the English-name rotation Gery uses. And once a worker is in the sub-pyramid, he stays there. A sub of AVANGARD does not become a sub of TSC directly; Gery protects the first-order sub layer. The route onto a TSC site, for the workforce documented here, runs through one of those first-order subs — through AVANGARD, through NBN, through Ami US — and stops there. A crew principal alleges Gery himself "kicked us off the market arbitrarily"; a second source: "TSC is doing shady stuff in Florida removing competitors from the market". The choke point is operational and territorial: Gery decides who enters the pyramid, and he protects who is already in.
The cert-compliance posture is a facade. A firsthand witness documents an Ericsson-United credential swap on a TSC Ohio site — one worker present, a different worker's certificate scanned, only caught because Slava recognized that the foreman wasn't who was on the roster. In a Charlotte-training thread, Gedas asks Egor, "You've never seen people [work] under other names?" Egor, flatly: "At TSC, safety flies."
The economics of TSC's pyramid land on the worker. A crew that delivered seven T-Mobile sites for TSC identifies its own place in the chain — "Subcontractor of TSC. We were doing T-Mobile. Overseer Matthew at TSC": TSC's construction manager, called Matvey in the chat (Russian: Матвей; Matthew is the English form). TSC's construction manager Matvey — known in the chat by the nickname "Флакон" (flask, an alcoholic slur) — is described across multiple witnesses as a "categorically unpleasant" figure who "dumps all his own screw-ups onto the crews". After the intermediary withheld three-plus months of wages TSC had already released, the worker writes: "TCS leadership in Florida and Virginia is aware, and they don't give a shit". One of those workers ended up living in a New York homeless shelter. The extraction runs through equipment too: TSC also rents subs a "fully equipped trailer" at $2,800 a month — Egor found the same trailer elsewhere for $2K/month.
The youngest workers in the pyramid are documented in plain language. Federal law prohibits operating a tower climber under the age of eighteen on this kind of structure. NBN's principal — at one of TSC's first-order subs — eulogized in writing "Artem Kozyrev was killed — he worked at our company". Artem started climbing cell towers for NBN at the age of sixteen. He died on Bristol Road in Bucks County, Pennsylvania, in February 2026, in a traffic accident — not a workplace fall. He was seventeen. The cause of death is not the violation. The violation is that NBN was paying a sixteen-year-old to climb cell towers, in defiance of federal law, on a labor model that left no I-9 on file and no individual identity claim attached to the work he was doing. The eulogy is the corpus's plain-language confirmation that NBN was operating Artem on towers when federal law forbade it.
Ericsson, American Tower, SBA, Crown Castle, and others all sit above TSC in this supply chain. Every site TSC builds carries Ericsson's role on the equipment side or stands on an American Tower, SBA, or Crown Castle structure. The cert-tracking portals these primes pay for see the same crews rotate logo to logo under different LLC names. The daily field reports their construction-management programs require show the same trucks, the same faces, on the same sites under different paperwork from week to week. The vendor-management apparatus is in place to surface this; to date, it has not. They know.
