SL Universal is the operator that, when a worker tried to collect wages he had earned, deployed its own attorneys against him. The worker is on the public record, posting his own account in the same chat thread where SLU's owner Stepan Lian was named. "They stiffed me outright — we're not paying, period — and Lyokha even told me on the phone he didn't know me and was hearing my last name for the first time". And then, when the worker pursued the unpaid balance: "they forced me to apologize to these rats, to delete all comments about them, only then they transferred $2k of the $4-plus". Partial payment in exchange for public retraction. The classic textbook pattern — and not the only step in it. "SLU did everything possible to shield Alekseev, up to courts and attorneys against me" — the company's legal apparatus turned not against the wage-thieving crew lead Vova Alekseev but against the worker who had named him publicly.

The recruiting policy underneath that arrangement is documented in two channels. In direct message, when an applicant disclosed up front that he had only an LLC and no SSN, Stepan Lian first wrote "call later," then, when asked plainly, answered in a single word: "Yes". Brief but unambiguous, the LLC-as-SSN-substitute architecture confirmed at the SLU principal level. And in public chat, the workers already inside the operation articulated exactly the same arrangement, in writing, before the investigator asked. A worker asked: "What's the deal with pay at SLU? Need an LLC?" — another worker confirmed: "Yes, only like that" — and a third spelled out the structural critique: "You want to work, first open a company in your name? I'm not the only one worried that if anything happens, their insurance won't cover you because it's 1099?". The LLC-only hiring requirement and the insurance-gap consequence, both named in writing, both posted in public, by SLU's own workforce, before any reporter looked.

The wage-theft pattern at SLU is documented across multiple worker testimonies and across years. An earlier wage-theft thread anchored on SLU notes: "He himself worked for SL Universal; when I tried to speak to someone from senior management there, they told me to get lost". The same Vova-Alekseev complainant returned to the chat months later: "They personally stiffed me", warning other workers in the market not to engage with SLU. The same worker, the same dispute, no resolution.

The threat layer comes from SLU personnel directly, in their own voice, in public chat. The same Telegram account that posts SLU recruiting copy — a four-year SLU employee, confirming as much in the same thread ("I've been with them four years and never heard such nonsense") — escalated a wage-theft argument by offering to drop his address for an in-person confrontation, then writing: "I've been teaching ones like you how to talk my whole life, one more, one less". A threat of physical violence, published, by an SLU employee, against a worker complaining about non-payment. The mechanism that follows wage-theft when the wage-thief has both legal counsel and personnel willing to make the threat the legal counsel cannot.

The public face SLU shows above all of this is professional. SLU recruits publicly under phone 267-588-0332 for Construction Manager, Safety Manager, Project Managers with 3+ years of experience and Russian/English fluency — the office-tier compliance posture a vendor-management auditor scans as credible. A separate SLU recruiter — the same Telegram account that posted the violence threat — runs a troubleshoot-helper / top position at $250–$400 per day or piece rate, the 1099-compatible engagement form the DM channel confirms is the company's LLC-only sort. And the corporate-culture admission is in SLU's own celebration of itself: a public post about "the SLU corporate party at Golden Gates on December 13th" notes that "office staff, subs and their workers — all invited with their partners" — the subs and their workers attending a company event alongside the office staff, the exact economic-unity signal the IRS common-law-control test scores against a 1099 defense. A separate, single-source third-party allegation cites Photoshop manipulation of closeout photography by a specific SLU subcontractor — unverified at the company level, consistent with the cert-facade pattern seen elsewhere in the supply chain.

The operational signaling around SLU's day-to-day discipline is documented from the worker side. A worker characterizes SLU's operations: "SLU is a fucking disaster, especially their support Vova and Samad" — reporting that SLU prioritizes a few favored crews on small easy sites while leaving others stranded on slow close-outs.

One note on the doxxing record. A third-party commentator publicly posted Stepan Lian's personal phone +1 (215) 888-0848 with a personal attack; the same commentator separately posted Andrei Lenkov's phone +1 (267) 574-4041, identifying him as "Stepan's brother". SL Universal is the target of these messages, not the perpetrator. The findings are catalogued under SLU's card because they identify SLU personnel, not because SLU engaged in the doxxing.

SLU works directly for Ericsson and for Amentum on tower construction across the Mid-Atlantic and Northeast. The wage-theft thread, the DM that confirmed LLC-no-SSN at the principal level, the four-year-employee violence threat, the SLU-corporate-party post that placed subs and their workers at the same tables as office staff — these are not buried evidence. They are published, by SLU itself or by SLU's workforce, in the same Russian-language chat where SLU recruits. Ericsson and Amentum cannot read that chat directly, but their certification-tracking systems can read who climbed which tower for SLU and check whether the credentials and the contracting structure match what the prime contracted for. The audit they would run if they ran one is the audit that has not been run. They know.
