Aleh's reply to the applicant's LLC-only disclosure was a single sentence: "Pay depends on experience. LLC will work, can you call in half an hour?". No hesitation, no documentation follow-up, no asking whether the applicant was waiting on authorization. The LLC requirement was dispatched in a clause; the scheduling of a phone call was the operationally interesting part. This is what the scheme looks like at a subcontractor where it has been routine for long enough that the recruiter does not pause to mark the significant moment — because there is no significant moment. LLC acceptance is the default.
The public recruiting across Oliva's multiple Telegram accounts reflects the same standing posture. Recruiter postings on shared phone 215-554-5605 advertise "payment two to three weeks after site or project closeout" — the net-14-to-21 receivable window that sits downstream of a prime paying on net-90-to-180 terms. The receivable float is the leverage point: workers wait for pay calibrated against a prime's payment schedule they cannot see. A second Oliva recruiter, "Mukhammad," posts New Mexico vacancies on phone 267-379-6002, with a separate positive reference from long-standing tenure — "Oliva, normal guys, been working there 3 years." Both signals are true in a worker's subjective experience; both are consistent with a subcontractor who pays the workers who stay long enough to threaten to leave and doesn't pay the ones who can't.
The wage-theft signal is not speculative. A chat user responding to an Oliva recruiter post warns "I strongly advise against doing business with this company" and offers to privately describe specific grievances — the standard whistleblower-in-chat signature of a wage dispute the poster cannot safely surface in public because of the same documentation-status leverage that governs every other sub's wage-theft pattern. The fact that the complaint is offered privately rather than posted — at a company where the recruiter just advertised publicly — is itself a documentation-status signal. A separate commentator throws Oliva's name into a sequence of rhetorical jabs at the industry's worst payers — community hyperbole, not documentary allegation, but consistent signal.
Oliva is not a headline actor. Its DM response is short, its public ads are unremarkable, its wage-theft signal is at the background-hum level of the industry. The matter-of-fact quality of the DM — "LLC will work, can you call in half an hour" — is exactly what the scheme's routine operation looks like across the middle band of subcontractors operating in the same Russian-speaking labor market: matter-of-fact acceptance, public recruiting that does not mention it, a scatter of whistleblower hints in the feed, and a worker base that churns through the company at a rate that keeps the complaints under the press-coverage threshold. Amentum contracts the New Mexico work that flows through Oliva. Amentum's vendor-management program could check, against its own certification systems, whether the workers Oliva submits closeout paperwork on are the same workers Oliva actually hired and on what authorization. It has not. It knows.
