ATG Inc's public recruiting ad makes the LLC-as-SSN-substitute structure explicit in the candidate-requirements clause. The ad reads: "English and work authorization / documents / company required". The slashes mark alternatives. Work authorization "or" documents "or" company — three interchangeable credentials, of which only the first is a legal form of authorization to work in the United States. "Company" — an LLC — is presented as a peer credential to work authorization itself. The ad is posted on a Russian-speaking Telegram recruiting channel, aimed at a workforce the operator knows includes undocumented workers, and the recruiting copy specifies the scheme's substitution path in three slash-separated terms.

A second ATG recruiting post, from a different Telegram account in a different market — Minnesota / Michigan AT&T crews — does not reproduce the slash-substitution language. The Minnesota / Michigan ad offers trailer and tool rental, with phone (640) 251-0486 attached, as a standard recruitment post with no LLC-substitute language visible. ATG's multi-market recruiting operates at different registers: the NC / SC / FL ad names the scheme's substitution structure; the MN / MI ad omits it. The same operator, visible across two recruiting accounts, represents two different faces of the same corporate entity to two different slices of the labor market.

AT&T contracts the work that ATG performs in both market regions. AT&T's vendor-management program could read the Russian-language recruiting channel where ATG's slash-substitution clause is published, or it could check, against its own certification systems, whether the workers on ATG closeouts are the workers who applied through the "company required" path or the "work authorization required" path. It has not. It knows.
