Atlantis Telecom's recruiter treated the absence of work authorization as an administrative matter rather than a substantive concern. Pavel Krasich's reply to an applicant's LLC-only disclosure was "In theory it should work. I only need a W-9 from you. For salary payment" — followed immediately by a request for operational clarification: "Are you waiting for authorization or what's the problem getting it?". The phrasing is important. "What's the problem getting it" presumes work authorization is obtainable by effort rather than by legal status. The recruiter is not troubled by its absence. He is troubled by the administrative inconvenience.
The W-9 form, in U.S. tax architecture, is the form an independent contractor fills out so the payer can issue a 1099-NEC at year-end. Requesting "only a W-9" is the affirmative declaration that the hire is structured as 1099 — the W-9 is the single form that replaces I-9, W-4, and the entire payroll-tax apparatus. Pavel is not hiding the arrangement. He is documenting it in real time, in DM, in reply to an applicant he has just confirmed has no U.S. work authorization.
Atlantis's public-channel posture follows the same logic. An Atlantis Telecom ad for AT&T Michigan build work lists Crew Lead / Top Hand $400–$500/day, Helper $250–$350, paid every two weeks, Pavel's phone +1 (347) 920-7077 at the bottom. A separate Telegram account posts under the alias "Atlant telecom" — a Helper position, same company per roster, different recruiting channel. Neither public ad states a work-authorization requirement; neither states an LLC requirement. The ads are shaped to catch the widest possible applicant pool; the DM is where the sort happens.
Atlantis is the calmest variant of the scheme in this dossier. No worker ICE-threat incidents, no cert-fraud quotes, no wage-theft public campaigns — just a recruiter who treats the scheme's architecture as an administrative matter and an applicant funnel that routes LLC-only people into 1099 positions on AT&T build work. This is what the scheme looks like when it is running smoothly. There is no conflict visible from the outside because the conflict has been designed out at the hiring stage: workers who would file wage-and-hour complaints are filtered out of the pipeline before they can work, because the only workers who make it through are the ones who can't. AT&T contracts the Michigan build work that flows through Atlantis directly; Atlantis is also reported to operate as a sub in TSC's pipeline, though that relationship is not directly evidenced in this corpus. AT&T's vendor-management program could check, against its own certification systems, whether the workers on Atlantis closeouts are the workers Atlantis actually hired and on what authorization. So could TSC, on the side of its pipeline that runs through Atlantis. They have not. They know.
