Certifications, TTT1. Construction. Top hand, Climber. NC, SC, GA. Work authorization in the US is mandatory" — clear work-authorization requirement, compliance-positive. The ad also explicitly names MasTec as the turf vendor MVG is subcontracting under — the supply-chain admission for the MasTec AT&T corridor, placing MVG in the same supply-chain position as Nomad Telecommunications and PNJ Services.

The cert-handling language is the piece that makes the finding ambiguous. "TTT1 desirable, or we will help pass" — the Russian-language original "либо поможем пройти" ("or we will help pass") is ambiguous between legitimate employer-sponsored TTT1 training and the fabrication pipeline that MIA Services sells commercially. "We will help you pass" could mean "we'll send you to a 40-hour OSHA-approved training program" or it could mean "we'll connect you with someone who can provide the answer sheet." The English variant in the same ad uses the identical phrase without clarification. A compliant subcontractor posting in a Russian-speaking recruiting market with a cert-fabrication economy operating in the same channels cannot rely on the ambient context to distinguish the two meanings. The ambiguity is itself the finding: MVG's recruiting voice carries language that is indistinguishable from the fabrication operators' recruiting voice, even if MVG's actual operational practice is compliant.
