The ad also explicitly names MasTec as the turf vendor MVG is subcontracting under — the supply-chain admission for the MasTec AT&T corridor, placing MVG in the same supply-chain position as Nomad Telecommunications and PNJ Services.

The cert-handling language is the piece that makes the finding ambiguous. "TTT1 desirable, or we will help pass" — the Russian-language original "либо поможем пройти" ("or we will help pass") is ambiguous between legitimate employer-sponsored TTT1 training and the fabrication pipeline that MIA Services sells commercially.
