In DM, asked whether an LLC-only applicant would work, Andrey replied: "LLC is sufficient, everyone with us is on 1099". The second clause is the one that matters — "everyone with us is on 1099" is not a description of one applicant's engagement type; it is a description of QTT's entire workforce structure. Everyone, Andrey said. Every person his company pays to climb a tower is a 1099 independent contractor. Not the few, not the subcontracted overflow, not the specialty crews — everyone.

The public posture from the same operator is the opposite shape. A QTT public recruiting ad promotes "piece-rate work, payment within 14 days after site closeout" on Verizon/TMO/ATT work in VA rotating to GA/AL — the net-14 payment window built specifically to accept a 1099 receivable schedule rather than a W-2 payroll cycle. A separate QTT ad — same Telegram account — announces the crew hiring for Verizon work in VA, KS, and AR. Neither ad publicly states an LLC requirement; neither ad publicly states a work-authorization requirement. The posture is neutral-professional on the public side, because the public side is where anyone might see it. The DM is where the sort happens. The DM answer was "everyone with us is on 1099."

And in the same DM thread — the one where Andrey confirmed the 1099-only workforce — he also confirmed his upstream. The work, he wrote, comes through Ericsson and through TSC. "Everyone with us is on 1099": a sentence written, in private, by the operator of a subcontractor whose own DM identifies the integrators above him as Ericsson and TSC. Ericsson's vendor-management program could pull that sentence out of the same Telegram thread Andrey runs his recruiting in — if the program were looking. TSC's certification chain could verify, against its own roster of authorized subs, who is actually on the closeout paperwork on QTT-delivered sites. They have not. They know.
