There is no layer of professional hedging in the reply. There is no pause where a compliant hiring process would pause to ask about documentation. The applicant's legal-status disclosure was not, from Pavel's operational standpoint, a thing that required follow-up. It was a thing that required a phone call.

Unipal's public recruiting confirms the operational tempo the DM described. Pavel's public ad invites workers to "cooperate" with Unipal Tech for helper / top-hand roles on AT&T Nokia-to-Ericsson swap work in New Mexico, offering either piece-rate or day-rate engagement — the engagement type is negotiable, which is the syntactic signal of a 1099 shop.
