The investigation

Dynex is the second of two recruiting brands operating under one owner. The owner is Slava, and the AVANGARD LLC card on this site catalogs the underlying ownership structure. AVANGARD is the brand Slava runs inside the TSC umbrella. Dynex is the separate LLC Slava needed in order to take work outside that umbrella. What matters at Dynex is what happens once a job-seeker contacts the recruiter listed at recruiting@dynex.pro. A Telegram account separate from Slava's primary one posts AVANGARD ads using the same hr@avangardllc.com email that Dynex uses internally — the multi-account architecture that lets one operation present as two suppliers in any prime contractor's vendor-management system.

The DM record at Dynex is the cleanest LLC-acceptance variant in the corpus. When an applicant disclosed early in the thread that he had no SSN, the Dynex recruiter Tanya did not turn him away. "What do you mean by help opening an LLC for you?" — Tanya's first reply, a request for clarification rather than a rejection. The applicant's missing-SSN disclosure had landed without a refusal; Tanya was asking what kind of help he wanted on the LLC side, not whether the LLC route was on the table. When the applicant came back and asked plainly whether an LLC without an SSN would work, Tanya answered in two words: "yes, it works". Three weeks later, Tanya messaged the same applicant proactively with a new opportunity in Mississippi. The first acceptance was not opportunism. The proactive follow-up to a known LLC-no-SSN applicant is standing policy.

The public-facing Dynex matches the private one. A Tanya recruiting ad announces Dynex expanding from the Carolinas in March 2026 to Alabama, Mississippi, Louisiana, the Midwest, and the Dakotas — exactly the markets where the Russian-speaking tower-work community is concentrated, on AT&T and T-Mobile contracts. A separate North Carolina / Virginia Tiger Team ad lists, as a candidate benefit: "Help with obtaining missing certifications". In an industry whose cert-trafficking pricing menus are already documented in this corpus, "help with obtaining missing certifications" is not a benign HR offering.

The pricing layer carries the financial-dependency mechanism in plain terms. A Dynex Tiger Team ad runs two pricing tiers split by who owns the equipment: "Own equipment — $1,300/day troubleshoot or $800/ticket; company equipment — $700/day or $500/ticket". The $600 spread on the day-rate, and the $300 spread on the ticket-rate, is the rent Dynex collects from the sub who cannot afford to bring his own truck. It is the same architecture at every layer of the pipeline: the operator on top owns the asset, the worker pays for access. Dynex collects the rent under one logo. AVANGARD operates the same model under another. The owner is the same person. He carries a TSC corporate email — under AVANGARD's brand. Under Dynex, he runs the same model on whatever prime allocation will take it.

MasTec is the upstream that should be looking at this. AVANGARD is Slava's TSC-side operation; Dynex is what Slava recruits under when the work is not coming through TSC. The audit that would have collapsed those two brands into a single owner — Tanya at Dynex saying "yes, it works" to LLC-no-SSN, the second account posting AVANGARD ads from the same inbox, the unified pricing model — is the audit MasTec's vendor-management program could run from its own supplier records. They have not. They know.

CONTEXT WINDOW

Before you read

The Shadow Zone Investigation documents labor violations in U.S. wireless tower construction — including wage theft, undocumented-labor schemes, fraudulent safety certifications, child labor, and immigration coercion. 339 documented findings across 93 named subcontractors and 384 individuals. Anonymous investigation team.

Three editorial commitments:

  • Every finding carries a PROVEN, ALLEGED, or INFERRED label. The label is the editorial commitment, not decoration.
  • Russian-language source quotes are preserved verbatim, with English translations.
  • Three corruption allegations against named primes are framed as ALLEGED throughout. The corpus does not prove them. They are surfaced because named industry sources, separately, raised them. Every unproven allegation on this site is collected on the What Is Alleged — and Not Proven page.

Mistakes may exist. The corpus runs to ~30,000 messages over 5+ years; translations were AI-assisted across four independent analyses. Some errors likely remain. To report a factual error or dispute a finding's framing, see the corrections policy on the About page.
